- How to join the electronic waybill system?List of certified EDI providers. Facing the need to service the “Electronic Form” EDI system, Belblankavyd Publishing House has temporarily stopped registration of new users. - Why marking?Goods marking is a large-scale project intended to ensure transparency of the national economy and “whitening” of the market. The marking guarantees to the customer that the product is authentic, and protects the EAEU market from low-quality goods. The manufacturer/importer labels every product item with a unique DataMatrix marking code which confirms product authenticity when scanned.
- Who is responsible for goods marking with identification means in Belarus? Where the actual information can be learned?Decree of the President of the Republic of Belarus dated June 10, 2011 No. 243, 2.6, nominates RUE “Belblankavyd Publishing House” the operator of the system of goods marking with unified control marks or means of identification. For technical support of goods marking, visit www.datamark.by, where you can find documents, marking procedures and other information. Should the provided sources fail to answer a question, feel free to contact the support service by any suitable channel. The matters of law application to goods marking with means of identification shall be commented by the Ministry of Taxes and Duties. For official comments, visit nalog.gov.by.
- What is a marking code? What data is contained within?The marking code contains unique information about every product item. It is represented as a GS1 DataMatrix 2D barcode and consists of the following data blocks:
- GTIN (Global Trade Item Number): 14 numerical characters generated by GS1
- Individual trade item serial number: 13 characters (20 characters for photography accessories) generated by the Belarusian operator (SIS “Electronic Mark”)
- “Crypto-tail”: digital signature (4-digit verification key + 44-digit verification code (88 digits for footwear)) generated by the operator (SIS “Electronic Mark”)
- How to describe a product correctly?Before a marking code, every product shall be assigned GTIN (Global Trade Item Number), which can be obtained from Association for Automatic Identification GS1 Belarus upon product registration in the Goods ePASS Databank. Once extended data are correctly entered into the Goods ePASS Databank, the datasheet is automatically submitted to SIS “Electronic Mark” which will relieve from the need to describe the product again, in the marking system. A marking code may be ordered from the Belarusian operator after the product datasheet is successfully registered in the Electronic Mark system.
- How to submit data on a shipment to a Russian consignee?Shipment of marked goods to a Russian company shall be reported to SIS “Electronic Mark”. The information shall be automatically transmitted to the Russian operator and be available to the consignee through the Chestny ZNAK system.
- How to convert and print a marking code?A marking code, once obtained, shall be converted and printed. There are following options to choose from:
- Find a GS1 DataMatrix generator or a label maker on the Internet yourself.
- Ask your recording system developer or a third-party goods marking software developer/hardware supplier to tune and set the GS1 DataMatrix
- Contact Belblankavyd Publishing House or any other marking service provider: Beltamozhservice, Bremino group, Ferenzgroup, Astron, etc.
- What is GTIN?Global Trade Item Number is used for unique identification of a product on the market. The GTIN is applied onto the product packaging as a barcode. The basic principle of the international automatic identification system says that products with differing properties (grade, weight, type, colour, model, size, etc.) shall be assigned different codes (trade item numbers), so that every product has its own unique GTIN (barcode).
- I have 13-digit GTIN, while your system requires 14 digits. What shall I do?GTIN may consist of 8, 12, 13 or 14 digits, according to the kind of goods. Therefore, GTIN number under GS1 standards may be maximum 14 digits long, with preceding zeroes added to fill missing spaces on the left. Thus, a 13-digit GTIN shall have an added “0” in the beginning.
- I am registered in SIS “Electronic Mark” for footwear, but want to mark photography accessories. What shall I do?Download a product group addition form from datamark.by. Complete the form on your letterhead and email it to the support service at support@datamark.by.
- How to correct counterparty’s data?Email new counterparty’s data in a written form to the support service at support@datamark.by.
- How to recover a password for Electronic Mark personal account?Email to the Electronic Mark support service at support@datamark.by to have the old password deleted and a new one set.
- How to add a new user to the Electronic Mark system?Download a form for registration, alteration, deleting of user accounts. Complete the form on your letterhead and email it to the support service at support@datamark.by.
- There is an error in goods description. What to do?Contact Goods ePASS Databank to amend the goods datasheet.
- How to order an SSCC?There are two options to order (register) an SSCC: Option 1: Complete a step-by-step form on Aggregation tab in the Electronic Mark personal account. Option 2: Use API orders/add method.
- How to order a marking code?To order a marking code through a personal account, follow the step-by-step procedure described in Goods Turnover Agent User Guide, 4.2 Order Codes, or use API orders/add method.
- How to get a marking code for a Russian GTIN of a product not subject to mandatory marking in Belarus?Record the Russian GTIN in the Goods ePASS Databank. Thereafter the GTIN owner shall nominate the Belarusian marking system operator, Belblankavyd Publishing House, as a product subaccount, in the Chestny ZNAK information system.
- Code order error: “Duplicate”Technical fault on the Russian operator side. Repeat the order.
- Can a shipment be cancelled if the status is “Shipped”?Yes. To cancel the shipment, email its ID and the reason for cancellation to the support service at support@datamark.by.
- Can a shipment be cancelled if the status is “Accepted”?No. The shipment is already accepted by the counterparty.
- Can a shipment to a Russian consignee be cancelled if the status is “Pending acceptance”?To cancel the shipment, email its ID and the reason for cancellation to the support service at support@datamark.by. Instruct the consignee to reject all marking codes while accepting the shipment in the Chestny ZNAK system personal account. Thereupon the shipment can be cancelled.
- How to cancel a shipment if the status is “Error”?Email the shipment ID and the reason for cancellation at support@datamark.by.
- Shipment error code: 14Verify marking codes of the shipment: a previously shipped item might have been listed. Provided that, cancel the current shipment and add a new one excluding the faulty code.
- Shipment error code: 18 or 06The consignee is not signed up for Chestny ZNAK. Cancel the shipment and repeat it after the consignee is registered.
- How to verify a DataMatrix code?With a product authentication app, like Checkmark or Electronic Mark (available in Google Play and App Store for free).
- What is GLN?Global Location Number is a unique GS1 number (key) for unambiguous, accurate and short reference to both a company as a whole and its individual subdivisions or sites that are not independent legal entities: subsidiaries, industrial sites, separated or remote departments or offices (accounting, procurement, sales department, wholesale warehouse, delivery/transfer site, separated building or premises in a building, etc.). - Which goods the marking system is applicable to?The lists of goods subject to marking with unified control marks or means of identification, which goods are registered by the marking system, are defined by Decree No. 1030 dated 29.07.2011 of the Council of Ministers of the Republic of Belarus “On the goods subject to marking” (as amended by Resolution of the Council of Ministers of the Republic of Belarus No. 230 dated 22.04.2021) and relevant Resolution of the Council of the Eurasian Economic Commission.
- Who has access to the marking system?Access to the marking system is granted to the system users and authorised bodies, and to other legal entities and individuals in the scope of providing open access information via Electronic Mark mobile app and/or Operator’s website.
- Which information systems the marking system interacts with?To perform its tasks, the marking system exchanges data and communicates with other information systems (sources) in accordance with regulations and/or Operator’s solutions approved by the Ministry of Taxes and Duties and the Ministry of Finance.
- How to use the Electronic Mark system?The system users and authorised bodies can interface with marking system applications by Web (personal account graphic interface) and API (software-based interaction).
- What are the requirements for a marking system user workstation?There are following requirements for a marking system user workstation:

- Who and how can get confidential information from the Electronic Mark system?Confidential information can be provided by the marking system on a free-of-charge basis according to system user/authorised body privileges (data access rights). A system user can access information about turnover/circulation stages (of marks, goods, marking codes) the user took part in (submitted and/or received data in the marking system), as far as the marking system has been reported to. An authorised body can get information upon a written request or through access to the system data in the scope and by the method defined by relevant specifications and agreements between the Operator and the authorised body, and by means of a special software application of SIS “Electronic Mark”.
- What is the product authentication system intended for?Automated product authentication system AS “Control of Legality of Goods” fulfils tasks and functions provided for by Belarusian and EAEU regulations related to marking of goods classified as articles of apparel, clothing accessories and other furskin articles with protected physical media of identification means (control (identification) marks with RFID tags):

- What are the system operating modes?The marking system operates in two modes: test mode and commercial mode. The commercial operating area is separated from the test mode area.
- What is the test mode intended for?The test mode of the marking system is intended for software development and maintenance by the Operator, software testing (including of user’s local systems), user training, production process debugging and adjustment by system users, integrated tests. In addition to marked goods turnover agents, the test mode may involve system integrators, software developers, hardware developers, etc. (the Customers). There are no requirements to Customer registration. All Customer’s activities in the test area, including obtaining test marking codes, shall be provided by the Operator on a free-of-charge basis.
- Shall I pay for marking codes in the test area?No. Codes ordered in the test area are provided for free.
- What is the marking code price (product identification code issued by a EAEU member state)?According to the price list, 0.03 BYN (excl. VAT).
- What is the price of a protected physical media (18×18 mm)?According to the price list, the price of a protected physical media 18×18 mm is 0.02 BYN (excl. VAT).
- How can Russian consignee learn about my shipment?The consignee shall be registered in the Chestny ZNAK system to receive your shipment for acceptance in the personal account.
- Who is the national marking system operator in Kazakhstan?JSC Kazakhtelecom is the goods marking and tracing operator in Kazakhstan.
- Who is the national marking system operator in Russia?Perspective Technologies Development Center (PTDC) is the marking operator and the developer of the Unified national track & trace digital system, Chestny ZNAK.
- Who is the national marking system operator in Armenia?Center for Research in Perspective Technologies – Armenia, LLC is the operator of goods labelling with identification means.

- What is the UCM labelling system intended for?The system of goods labelling with unified control marks (UCM) ensures compliance with UCM labelling regulations:

- How to store and transport shoes returned by the customer with absent or damaged identification means?Follow steps 1 through 9 of the Guidelines for storage, transportation and distribution of goods subject to labelling with control marks or identification means, approved by Resolution of the Ministry of Taxes and Duties of the Republic of Belarus No. 17 dated 03.05.2021 (the Guidelines). Step 1. Accept the shoes. Step 2. Issue a confirmation document – Unmarked Goods Acceptance Certificate (see the form in the Guidelines) (the Certificate). The Certificate must be signed by the seller and the buyer (or their representatives) and have available documents enclosed (sales receipt or other purchase confirmation documents, copy of the sale agreement, etc.). Step 3. The day the Certificate is issued transport the shoes to the storage place together with the Certificate and hard-copy (optionally – electronic) waybill. Step 4. Store the unmarked shoes together with the Certificate, separated from other goods. Step 5. Order a marking code in the Electronic Mark system. Label the shoes. Step 6. Now the shoes may be offered for sale.

- What are the system operating modes?The marking system operates in two modes: test mode and commercial mode. The commercial operating area is separated from the test mode area.
- What is the test mode intended for?The test mode of the marking system is intended for software development and maintenance by the Operator, software testing (including of user’s local systems), user training, production process debugging and adjustment by system users, integrated tests. In addition to marked goods turnover agents, the test mode may involve system integrators, software developers, hardware developers, etc. (the Customers). There are no requirements to Customer registration. All Customer’s activities in the test area, including obtaining test marking codes, shall be provided by the Operator on a free-of-charge basis.
- Who is the national marking system operator in Kazakhstan?JSC Kazakhtelecom is the goods marking and tracing operator in Kazakhstan.

- Who is responsible for goods marking with identification means in Belarus? Where the actual information can be learned?Decree of the President of the Republic of Belarus dated June 10, 2011 No. 243, 2.6, nominates RUE “Belblankavyd Publishing House” the operator of the system of goods marking with unified control marks or means of identification. - What is a marking code? What data is contained within?The marking code contains unique information about every product item. It is represented as a GS1 DataMatrix 2D barcode and consists of the following data blocks:
- GTIN (Global Trade Item Number): 14 numerical characters generated by GS1
- Individual trade item serial number: 13 characters (20 characters for photography accessories) generated by the Belarusian operator (SIS “Electronic Mark”)
- “Crypto-tail”: digital signature (4-digit verification key + 44-digit verification code (88 digits for footwear)) generated by the operator (SIS “Electronic Mark”)
- How to submit data on a shipment to a Russian consignee?Shipment of marked goods to a Russian company shall be reported to SIS “Electronic Mark”. The information shall be automatically transmitted to the Russian operator and be available to the consignee through the Chestny ZNAK system.
- How to convert and print a marking code?A marking code, once obtained, shall be converted and printed. There are following options to choose from:
- Find a GS1 DataMatrix generator or a label maker on the Internet yourself.
- Ask your recording system developer or a third-party goods marking software developer/hardware supplier to tune and set the GS1 DataMatrix
- Contact Belblankavyd Publishing House or any other marking service provider: Beltamozhservice, Bremino group, Ferenzgroup, Astron, etc.
- I have 13-digit GTIN, while your system requires 14 digits. What shall I do?GTIN may consist of 8, 12, 13 or 14 digits, according to the kind of goods. Therefore, GTIN number under GS1 standards may be maximum 14 digits long, with preceding zeroes added to fill missing spaces on the left. Thus, a 13-digit GTIN shall have an added “0” in the beginning.
- I am registered in SIS “Electronic Mark” for footwear, but want to mark photography accessories. What shall I do?Download a product group addition form from datamark.by. Complete the form on your letterhead and email it to the support service at support@datamark.by.
- How to correct counterparty’s data?Email new counterparty’s data in a written form to the support service at support@datamark.by.
- How to order an SSCC?There are two options to order (register) an SSCC: Option 1: Complete a step-by-step form on Aggregation tab in the Electronic Mark personal account. Option 2: Use API orders/add method.
- How to order a marking code?To order a marking code through a personal account, follow the step-by-step procedure described in Goods Turnover Agent User Guide, 4.2 Order Codes, or use API orders/add method.
- How to get a marking code for a Russian GTIN of a product not subject to mandatory marking in Belarus?Record the Russian GTIN in the Goods ePASS Databank. Thereafter the GTIN owner shall nominate the Belarusian marking system operator, Belblankavyd Publishing House, as a product subaccount, in the Chestny ZNAK information system.
- Code order error: “Duplicate”Technical fault on the Russian operator side. Repeat the order.
- Can a shipment be cancelled if the status is “Shipped”?Yes. To cancel the shipment, email its ID and the reason for cancellation to the support service at support@datamark.by.
- Can a shipment be cancelled if the status is “Accepted”?No. The shipment is already accepted by the counterparty.
- Can a shipment to a Russian consignee be cancelled if the status is “Pending acceptance”?To cancel the shipment, email its ID and the reason for cancellation to the support service at support@datamark.by. Instruct the consignee to reject all marking codes while accepting the shipment in the Chestny ZNAK system personal account. Thereupon the shipment can be cancelled.
- How to cancel a shipment if the status is “Error”?Email the shipment ID and the reason for cancellation at support@datamark.by.
- Shipment error code: 14Verify marking codes of the shipment: a previously shipped item might have been listed. Provided that, cancel the current shipment and add a new one excluding the faulty code.
- Shipment error code: 18 or 06The consignee is not signed up for Chestny ZNAK. Cancel the shipment and repeat it after the consignee is registered.
- How to verify a DataMatrix code?With a product authentication app, like Checkmark or Electronic Mark (available in Google Play and App Store for free).
- Shall I pay for marking codes in the test area?No. Codes ordered in the test area are provided for free.
- What is the marking code price (product identification code issued by a EAEU member state)?According to the price list, 0.03 BYN (excl. VAT).
- What is the price of a protected physical media?According to the price list, the price of a protected physical media 18×18 mm is 0.02 BYN (excl. VAT).
- How can Russian consignee learn about my shipment?The consignee shall be registered in the Chestny ZNAK system to receive your shipment for acceptance in the personal account.
- What is the Belarusian marking code for dairy products?The marking code contains unique data for every product item and is represented as a GS1 DataMatrix 2D barcode. The Belarusian marking code consists of the following data blocks:

- How to store and transport shoes returned by the customer with absent or damaged identification means?Follow steps 1 through 9 of the Guidelines for storage, transportation and distribution of goods subject to labelling with control marks or identification means, approved by Resolution of the Ministry of Taxes and Duties of the Republic of Belarus No. 17 dated 03.05.2021 (the Guidelines). Step 1. Accept the shoes. Step 2. Issue a confirmation document – Unmarked Goods Acceptance Certificate (see the form in the Guidelines) (the Certificate). The Certificate must be signed by the seller and the buyer (or their representatives) and have available documents enclosed (sales receipt or other purchase confirmation documents, copy of the sale agreement, etc.). Step 3. The day the Certificate is issued transport the shoes to the storage place together with the Certificate and hard-copy (optionally – electronic) waybill. Step 4. Store the unmarked shoes together with the Certificate, separated from other goods. Step 5. Order a marking code in the Electronic Mark system. Label the shoes. Step 6. Now the shoes may be offered for sale.
